Trump's Progressive Warning Overlooks The Continent's Real Danger: Technological Stagnation.

The recent US security policy document offers a flawed view of Europe. It claims that open-border policies and so-called "progressive" agendas pose an grave threat to European civilization. Yet, this perspective is based on a fundamental misinterpretation of the situation. The true danger confronting the EU is not societal but technological and economic lag.

A Glaring Economic Divide Between Europe and the US

The data paint a sobering picture. Between 2008 and 2023, American economic output grew by 87%, compared to a mere 13.5% growth for the EU. During this time, European income per person fell from over three-quarters to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Today, roughly half of the global top fifty tech companies are American, while only four are European.

The Innovation Shortfall: A Critical Problem

The growing disparity is driven by stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at more than ten billion dollars, compared with only fourteen in the European continent.

This gap raises a pressing question: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is essentially a contest between two involving the US and China, with European nations starting at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several major reasons account for this technological divide.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. Europe has yet to establish a genuine capital markets union, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can launch a product under a single set of laws to access a consumer base of over 330 million. The European Union, despite a larger population, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, one can find reasons for optimism. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Key analyses on European competitiveness and the single market point to the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable much higher degrees of business-led breakthroughs.

Europe retains significant advantages: high-quality workforce, excellent schools and universities, and world-class research institutions. Alongside a vast domestic consumer base and substantial household savings, these elements could unleash a new wave of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, without bold steps to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
