Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are delivered from different nations. Significant resources is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely provided by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone close by, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in many homes as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that neighboring countries are demonstrably unable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from believing that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
